Trying to restart counting; walking 1 hour most days but not helping much - weight up and down but around 250

I feel ya... im walking also. writing down everything I eat.. not losing. im.wondering if I'm having to many calories. I'm 5 4 and weight is 180 then 178. back and forth. 1800 calories???
